The administration at James Rumsey is working hard to keep up with the ever-increasing demand for technical training for high school students. Many programs were unable to accept every student who desired entry this year, and that problem will likely continue to increase as we add a new feeder school (Washington High in Jefferson County) next year.
In an effort to treat all students fairly and provide the training for students who are most likely to be successful, we are considering implementing an application process. This year was the first phase of the process, with Rumsey’s current first-year students completing a short application and requesting a recommendation from their technical teacher for priority for a space in the program next year. This information has been forwarded to the counselors at the home high schools.

We are pleased that more students and parents are realizing the value of technical education, and will do everything we can to serve as many students as we possibly can. The best way to increase chances for acceptance in JRTI is to build a good attendance and discipline record and to carry a respectable grade point average.

Regular Programs

Regular programs include Culinary Arts, Electromechanical Technology, HVAC/R, and Office Technology. All programs have enrollment limits. For those with an overabundance of applicants, the application fee will not be required until notification of acceptance. Post-secondary students who wish to apply for a slot in a high school program may complete the application and defer fee payment until notification of acceptance. Post-secondary students will be accepted into high school programs only if slots remain after all high school requests have been processed.

Must be in good physical health (verified by a physical exam). Drug screen (approximately $40.00) and FBI background check (approximately $25.00) required. Must be able to lift 40 pounds from floor to waist and stand for long periods of time.
Candidates who pass the test will be asked to attend an interview and provide three letters of reference from previous school officials or employers. Upon notification of acceptance, submit $50.00 nonrefundable application fee.
Surgical
Technologist

Once accepted, must show verification of up-to-date shot record, ppd, tetanus within 10 years, and Hepatitis B vaccine, and physical examination. Must be able to lift 40 pounds from floor to waist and stand for long periods of time.
You will be required to pass a drug test (approximately $40.00) and FBI criminal background check (approximately $25.00)
Truck Driving
To begin the application process, must attend an orientation program, where the process will be explained more thoroughly. These orientations are held every Wednesday at 2:00 P.M. (no appointment necessary). See the instructor’s homepage for details.
Students must meet the following minimum qualifications:
1. Must be at least 21 years of age or 18 with two (2) years of driving experience.

Must hold a valid driver’s license in
3. Must not have had more than six (6) points against his/her driving record.
(It is the responsibility of the applicant to furnish a certified original copy of his/her Dept. of Motor Vehicles record prior to final acceptance.)
4. Must not have been convicted of any of the following crimes:
a. Driving while under the influence of alcohol or illegal drugs within the past year.
b. Transporting drugs.
c. Leaving the scene of an accident during the year prior to enrollment.
d. Using a vehicle to commit a serious crime.
e. Convicted of a felony offense during the year prior to enrollment.
Note: These are minimum CDL requirements. Company hiring policies may be more stringent. It is advisable to discuss personal situations with an instructor.
5. Applicant must schedule and pass a drug test and a Department of Transportation approved physical examination at Business Health Services in Martinsburg. Payment for these tests will be required along with the application fee (approximately $220.00).
6. Must have no physical impairments that would interfere with the ability to drive a CMV (Carrier Motor Vehicle)) as outlined in the FMCSR (Federal Motor Carrier Safety Regulations). Certain medications are also prohibited. You can call the WV DOT @ (304)347-5935 to determine medical eligibility.
Applicants who do not possess a high school diploma or GED are required to complete the Basic Skills Assessment Test prior to enrollment and score at a 5th grade reading and math level. Testing is administered in the JRTI Learning Center (304)754-9712
Federal Financial Aid for JRTI post-secondary students is administered through the Office of Student Services. Potential students who wish to apply should complete the Free Application for Federal Student Aid at www.fafsa.ed.gov. It is not necessary to pay for this process, although some agencies will encourage you to pay them to do it for you.
The first task is to apply for a PIN number for the student (and also for the parent, if the student is considered dependent by federal definition-see section 2 on the form). The PIN number(s) will be used as an electronic signature when you submit your completed FAFSA.
Once you have received your PIN number(s) by e-mail (be careful if you have a spam blocker), you are ready to complete the application. While it may seem overwhelming, it is broken down into steps and contains many “checks” that will let you know if you’re doing something wrong. More information can also be found at www.studentaid.ed.gov .
You will need your completed tax forms from the prior tax year to answer the questions on the FAFSA. Therefore, you cannot complete the FAFSA before January 1 of the year in which you hope to be awarded aid. If you have not yet completed your taxes, you may use estimates, but you must go in and change them to actual numbers once the tax forms are completed. You will also need to provide the federal school code for JRTI, which is 008-355.
After submitting your signed FAFSA, you will receive a Student Aid Report (SAR) which will tell you what the federal government feels your family should be able to contribute toward your JRTI education (Expected family contribution or EFC). This information is usually sent to you and to the school within one to two weeks. It will also tell you what (if any) action you need to take to complete the process. We participate in the federal Pell grant program, which is need-based federal aid that does not require repayment provided the program is completed satisfactorily. This grant is for full-year programs, which includes all current JRTI programs except Truck Driving and night classes (students in those programs should ask about the HEAPS grant). Students who are eligible for Pell will need to meet with the Coordinator of Student Services to complete the necessary paperwork in order to claim their grant. Students who are dual-enrolling with Blue Ridge Community and Technical College need to understand that they may only receive federal aid through one institution in any given semester. You will be asked to sign an agreement stating that you will repay the money if your grades or attendance do not meet satisfactory standards. Students who receive Pell awards will have one half of the total award credited to their JRTI account at the beginning of first semester and the remaining half at the beginning of second semester. The amount disbursed will be applied toward your tuition first. If it does not cover the entire amount, you will be expected to pay the remainder before the first day of classes. If it covers the tuition and there is money left over, you will have the opportunity to request that it be used for books, tools, uniforms, etc. Any student who still has money in their account after all of these expenditures will receive a check for the balance after he/she successfully completes 60% of the semester.
James Rumsey does not administer federal student loans. Students who are interested in pursuing loans will need to meet directly with a private lender. We do not recommend any loan companies, but encourage you to check some of the local lenders (hometown banks or credit unions) as well as the larger ones. You can compare rates for some of the larger lenders by visiting www.simpletuition.com, however we are not in a position to recommend this or any other agency.
State Financial Aid is available to many students through various offices in their home state. Examples include:
Students with disabilities may be eligible for funding through the state’s rehabilitation services office. In West Virginia, the telephone number is (304) 267-0005.
Veterans of the Armed Services can check with their local veteran’s office to see if they are eligible for educational funds. In West Virginia, the number is (304)263-6776. This aid may be state or federal.
The local employment office should be able to tell you if your chosen field is eligible for Workforce Investment Act funding. This program is designed to encourage students to be trained in fields where there is a great need for more workers. In West Virginia, the phone number is (304)-267-9675.
Students who were laid off because their employer closed and took the jobs out of the country may be eligible for Trade Adjustment Act funding. Employees at eligible companies are typically contacted by a representative before the closing occurs.
Local Scholarships are available from James Rumsey Technical Institute and many local agencies. Due dates may be as early as March 15 or as late as July 15, so inquire early.
